The City of LaPorte’s Office of Community Development and Planning has announced that applications are available Aug. 1 through Aug. 31, 2010, for a program funded through the U.S. Department of Housing and Urban Development’s Community Development Block Grant.
The Home Owner Repair program offers a deferred payment loan for low- and moderate-income homeowners. The loan allows homeowners to fix up their homes. Among the projects the loan can be used for is a new roof, a new furnace, an electrical panel upgrade, and repair of leaky pipes or water and sewer lines. This program is available only to homeowners residing within the corporate limits of the City of LaPorte. Rehabilitation work will take place during summer and fall of 2011.
The Home Owner Repair program provides a loan up to $23,000 at 0% interest and homeowners make no monthly payments. Gross annual income for all family members in a family of four must be less than $46,700. The loan is repaid if the home is sold or title transferred or when the home is no longer the primary residence within seven years after the repair work is completed.
Eligibility is determined by gross annual income of all household members. Other eligibility requirements include assets limitation, sufficient home equity, sustainable monthly income, location in a targeted neighborhood and completion of a post-purchase counseling program. If repair estimates exceed $23,000, the City of LaPorte may not be able to assist the homeowner. This program is available to homeowners residing within the boundaries of the City of LaPorte.
Applications for the Home Owner Repair program are available during August at the CDBG Program office located on the second floor of City Hall, 801 Michigan Ave., LaPorte. Notice of public comment period for CDBG annual action plan
Notice is hereby given by the City of LaPorte, Indiana that it intends to apply for approximately $541,863 in Federal Community Development Block Grant (CDBG) funds for Program Year 2010 to the U.S. Department of Housing and Urban Development (HUD) on or before August 15, 2010. Therefore, the City anticipates a total of $541,863 to carry out housing and community development activities in 2010-2011.
Pursuant to 24 CFR Part 91, the City of LaPorte is required to prepare and submit an Annual Action Plan for the housing and community development programs. These plans represent a strategy and goals for use of the CDBG grant.
The City of LaPorte wishes to encourage citizens, interested agencies, and community groups to participate in the development of the 2010 Annual Action Plan. Eligible CDBG activities include single-family rehabilitation, homeownership programs, economic developments, and public service activities among others. The proposed application will be available for review until August 12, 2010 at City Hall, on the second floor in the offices of the Department of Community Development and Planning and at the LaPorte County Public Library, 904 Indiana Avenue, LaPorte, Indiana.
